What is CPNS? Indonesia's civil servant exam explained
CPNS is Indonesia's exam for hiring permanent civil servants. Here is who runs it, who can apply, and how the selection stages work.
Editorial Desk
CPNS stands for Calon Pegawai Negeri Sipil, or civil servant candidate. It is the national exam Indonesia uses to select people for permanent civil service posts (PNS) across ministries, agencies and local government. The exam is run by the Badan Kepegawaian Negara (BKN) through the SSCASN portal, and candidates who pass go through a one year trial period before being confirmed as PNS.
What does CPNS actually mean
CPNS is a temporary status, not the final job title. Someone who passes the CPNS selection becomes a “candidate” civil servant first, is assigned a registration number, and only receives a permanent civil servant number (NIP) and the PNS title after completing roughly a year of orientation and evaluation in the assigned agency. This two-step structure is one reason people confuse “passing CPNS” with “becoming PNS”: they are two different milestones in the same process.
Who conducts the CPNS exam
The Badan Kepegawaian Negara (BKN) sets and administers the selection tests, while the Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (KemenPANRB) sets national policy on formation numbers and requirements for the recruitment year. Individual ministries, agencies and local governments (Pemda) each publish their own vacancy list, called a formasi, inside the same national cycle. You can read the current exam pattern and eligibility rules on the CPNS exam page on this site, which links directly to BKN’s own pages.
Who is eligible to apply for CPNS
Eligibility is set fresh for every recruitment cycle in the official announcement, but the structure repeats every year. General requirements include Indonesian citizenship, an age within the range stated for that cycle (typically between 18 and 35 years for general applicants), and the minimum education level attached to the specific formation you are applying against, which can range from senior secondary school to a doctoral degree depending on the post. There is no single qualification that opens every formation. You have to match your own education and, where relevant, your study programme accreditation against the specific formation you want.
How the selection process works
CPNS selection runs in three stages. Administrative selection checks that your uploaded documents match the formation’s stated requirements. Seleksi Kompetensi Dasar (SKD) is a computer-based test covering national values, general intelligence and personal character. Seleksi Kompetensi Bidang (SKB) tests the specific skill or knowledge the target position needs, and can include a practical test, psychological test or interview depending on the formation. For a full breakdown of what SKD and SKB each measure, see what SKD and SKB actually test.
How CPNS differs from PPPK
CPNS and PPPK are both national civil service recruitment tracks run by BKN through the same SSCASN portal, but they lead to different employment status. CPNS leads to a permanent PNS position with a pension pathway, while PPPK is a fixed-term work agreement. The comparison matters enough that it deserves its own explanation, in the real differences between CPNS and PPPK.
How to check if you qualify this cycle
Because the exact age band, education list and formation count change every year, the only reliable source is the current official announcement published on SSCASN and BKN’s own site when a recruitment cycle opens. Before you commit study time, read what you need to register for CPNS for the general checklist, then confirm the specifics against the notification for the formation you actually want.
Frequently asked questions
Is CPNS the same as PNS? No. CPNS is the candidate stage you enter after passing selection. PNS is the confirmed status you receive after completing the trial period, typically around a year, and being formally appointed.
Can anyone with a degree apply for any CPNS formation? No. Each formation lists its own required education level and, often, a specific study programme. A degree in an unrelated field does not qualify you for a formation that names a different one.
Who publishes the official CPNS vacancy list? The Badan Kepegawaian Negara publishes the schedule and portal, while individual ministries, agencies and local governments publish their own formasi lists inside the same national recruitment cycle, all accessible through sscasn.bkn.go.id.
Does CPNS have an age limit? Yes, general applicants are typically capped in the 18 to 35 range, with the exact figures set per cycle and higher limits allowed for certain professional or diaspora formations. Always check the current announcement rather than a previous year’s figure.
Is CPNS the only route into Indonesian civil service? No. PPPK is the other national route, and it is aimed at specific professional roles such as teaching and healthcare rather than the broad open formations CPNS typically covers.
