CPNS, short for Calon Pegawai Negeri Sipil, is Indonesia’s national entrance selection for permanent civil service posts. Everyone appointed as a Pegawai Negeri Sipil (PNS) in a central ministry, a non-ministerial agency or a provincial or district government first passes through this process. The 2024 cycle drew roughly 3.96 million applicants across the ministries and regional governments that opened formations, which places CPNS among the largest recruitment competitions in the world.
Who runs it
The selection is administered by the Badan Kepegawaian Negara (BKN), the national civil service agency, on behalf of the ministries and regional governments that request formations. Policy sits with the Ministry of Administrative and Bureaucratic Reform (Kementerian PANRB), which each year approves the total number of formations and the categories that will be recruited. Applications, scheduling, scoring and result publication all flow through one national portal, SSCASN (Sistem Seleksi Calon Aparatur Sipil Negara), at sscasn.bkn.go.id. There is no offline application route.
Who is eligible
To register for CPNS an applicant must be an Indonesian citizen (Warga Negara Indonesia). The standard age band is 18 to 35 at the moment of registration, with a higher upper limit for specific professional posts such as doctors and lecturers when the notification says so. Applicants must not have been dismissed from a previous civil service or private role, must not be an active member of the armed forces or police, and must not be an active member of a political party.
Education requirements are tied to each individual formation on the SSCASN portal. A cleaner-level or driver-level post may require only an SMA or SMK (senior secondary) certificate; an analyst or planner post typically requires a Sarjana (S1) degree; specialist medical, legal or lecturer posts may require an S2 or S3. The portal will refuse an application whose uploaded diploma and study programme do not exactly match the formation’s requirement.
The stage pattern
CPNS runs in three stages, all published in the annual Panitia Seleksi Nasional (Panselnas) timetable on BKN’s site.
- Seleksi Administrasi. BKN and the requesting agency verify the documents uploaded on SSCASN. This is a pass or fail on paperwork; there is no exam yet.
- Seleksi Kompetensi Dasar (SKD). A computer-assisted test (CAT) at a BKN test centre, split into three components. Tes Wawasan Kebangsaan (TWK) covers Pancasila, the 1945 Constitution, national unity and the state ideology. Tes Intelegensia Umum (TIU) covers verbal, numerical and figural reasoning. Tes Karakteristik Pribadi (TKP) is a personality inventory scored on scale, without a single “right” answer. Each component has its own passing threshold (nilai ambang batas) set by KemenPANRB for that cycle.
- Seleksi Kompetensi Bidang (SKB). A field competency test tailored to the target position, again in CAT form. For some formations SKB is combined with additional assessments: a psychological test, a physical fitness test, a practical test, or an interview, depending on the role.
The final ranking combines a weighted SKD and SKB score. Vacancies are filled in strict rank order per formation.
How to apply
Registration opens on SSCASN in the announced window each year. An applicant creates one account, chooses one formation (multiple applications are automatically rejected), uploads scanned documents including a passport-style photograph on a red background and a signature, and prints the registration card. Test slots are assigned by the system after the administrative stage.
Common pitfalls
The single most common reason for rejection at the administrative stage is a mismatch between the uploaded diploma’s study programme and the formation’s stated requirement. Applicants who “round up” their degree title, or who apply to a formation restricted to a specific accreditation grade, are filtered out mechanically. The second most common problem is a corrupted or oversized photo file: the portal only accepts the exact specification given in that year’s SSCASN guide. The third is choosing a formation with a very small vacancy count in a high-demand ministry, which pushes the required rank far above what the SKD score can support.
