SKD and SKB in CPNS: what each test actually measures

SKD screens every CPNS applicant on the same three tests. SKB then tests the specific role. Here is what each stage covers.

SKD (Seleksi Kompetensi Dasar) is the first computer-based test every CPNS applicant sits, covering national values, general intelligence and personal character. SKB (Seleksi Kompetensi Bidang) comes after SKD and tests the knowledge or skill the specific target position needs, which is why its content differs from formation to formation while SKD’s content does not.

What SKD covers

SKD is identical in structure for every CPNS applicant, regardless of which formation you are applying for, and it is made up of three sub-tests. Tes Wawasan Kebangsaan (TWK) covers national values, the constitution, Pancasila and civic knowledge. Tes Intelegensia Umum (TIU) covers verbal, numerical and logical reasoning. Tes Karakteristik Pribadi (TKP) is a situational judgement test measuring personal character traits such as integrity, service orientation and adaptability. Each sub-test has its own separate threshold you must clear, which is explained in how the SKD passing grade works. The full meaning of each abbreviation and how to prepare for it is covered in what TWK, TIU and TKP actually mean.

Why SKD exists as a separate stage

SKD’s job is to filter a very large applicant pool down to a manageable number before the more resource-intensive SKB stage, and because it uses the same three sub-tests nationwide, it produces a comparable score across every formation. This is also why it is scored and reported immediately after the test, on the same computer, since it uses a fixed answer key rather than expert grading.

What SKB covers

SKB is where formations diverge. According to BKN’s published exam pattern for CPNS, SKB tests the field competency specific to the target position and can also include additional components such as a psychological test, a physical test, a practical test or an interview, depending on what the recruiting agency decides the role needs. A formation for an IT specialist and a formation for a health worker will not sit the same SKB content, even though both applicants sat the identical SKD earlier. Full pattern details are on the CPNS exam page.

How SKD and SKB scores combine

The recruiting agency combines SKD and SKB results using a weighting formula it publishes for that cycle, and the final rank among competing applicants for a formation typically depends on this combined score rather than SKD alone. Passing SKD’s individual thresholds gets you into the SKB stage; it does not by itself guarantee a place, because a limited number of formation slots exist and ranking decides who fills them.

Does PPPK have an equivalent split

No. PPPK’s Seleksi Kompetensi is structured differently, covering technical, managerial and socio-cultural competency plus an interview, without a separate SKD-style stage that every applicant sits regardless of role. The full comparison between the two selection structures is in the real differences between CPNS and PPPK.

How to prepare for both stages

Because SKD is identical nationwide, general preparation material and practice tests transfer across formations. SKB does not transfer the same way, since its content is tied to the specific role, so preparation has to be formation specific once you know which one you are applying for. Practical tips for the SKD stage specifically are covered in tips for passing SKD.

Frequently asked questions

Do all CPNS applicants sit the same SKD test content? The structure, TWK, TIU and TKP, is the same for everyone, though the specific question set is drawn from a bank and varies between test sessions.

Can I pass SKD but still not get the formation? Yes. Passing SKD’s thresholds only qualifies you to sit SKB. The final formation placement depends on your combined SKD and SKB rank against other applicants for the same limited number of slots.

Is SKB harder than SKD? Difficulty is not comparable between the two since they test different things. SKD is a general aptitude and values test; SKB is role specific and depends heavily on your background in that field.

Does everyone sit an interview in SKB? No. An interview or additional test such as psychological or physical assessment is included only where the recruiting agency decides the specific formation needs it.

Where is the current SKD and SKB structure published? On the Badan Kepegawaian Negara’s official site and the CPNS exam page here, which links to BKN’s own pattern documentation.
