Titoli di preferenza are legally defined categories that break ties between candidates who finish an Italian concorso pubblico with the same final score. They come into play only at equal merit; they do not add points to anyone’s score. Presidential Decree 487/1994, Article 5, paragraph 4, sets out a fixed, hierarchical list of these categories, from decorated war veterans down to civil service categories, and paragraph 5 lists a further ladder, such as number of dependent children, then meritorious prior public service, and finally the candidate’s age.

What exactly counts as a titolo di preferenza?

Does prior service in a fixed-term public role count as a titolo?
