What GPSC JSO is
The Junior Scale Officer examination, conducted by the Goa Public Service Commission, is Goa’s own civil service entry point: a single recruitment process that fills vacancies later posted out as Deputy Collectors, Under Secretaries, Assistant Directors and other Group A and Group B administrative posts across the Goa Civil Service. It plays the same role for Goa that BPSC CCE plays for Bihar and JKPSC CCE plays for Jammu and Kashmir, though Goa being a much smaller state means far smaller vacancy numbers: 24 posts in the 2022 cycle, 38 in the current one, against the hundreds BPSC and UPPSC advertise.
GPSC runs this as a genuine four-stage competitive process, not an interview-only screening: a Pre-Screening Test, a Screening Test, a Competitive Written Examination, and finally an Interview. The current cycle, Advertisement No. 09 of 2025, invited applications for 38 Junior Scale Officer posts (16 Unreserved, 11 OBC, 6 ST, 5 EWS, with 1 post reserved for a Children of Freedom Fighters candidate and 3 for PwD candidates), with online applications closing on 19 September 2025. The Pre-Screening Test for this cycle was held on 13 and 14 June 2026, roughly nine months after applications closed, which is the normal pace for a GPSC cycle rather than a delay specific to this one.
Who can apply
A degree from a university established by an Act of Parliament or a State Legislature, a deemed university under the UGC Act 1956, an approved foreign university, or an equivalent qualification recognised by the State or Central Government is the academic requirement, open to any discipline. Knowledge of Konkani is required of every applicant; knowledge of Marathi is listed as desirable rather than mandatory in the current notification. The general age limit is 18 to 40 years as on the last date fixed for receipt of applications, with relaxation up to around 50 years for some reserved categories and government servants under Goa government rules. Confirm the exact age band and relaxation table against the current notification, since GPSC restates them for each advertisement.
How the exam runs
The Pre-Screening Test is the first filter: a single Computer Based Test of 60 multiple-choice questions in 75 minutes, covering General Intelligence, Reasoning and Numerical Aptitude (50 marks) and English Comprehension (10 marks), with one mark for a correct answer and zero for a wrong or unattempted one; there is no negative marking at this stage. Only a small fraction of applicants clear it: in the 2022 cycle for 24 posts, roughly 3,200 candidates applied and only 141 passed the Pre-Screening Test. Use the age calculator to confirm your own eligibility window before applying.
Pre-Screening survivors sit a Screening Test, GPSC’s second filter before the main written stage. The Competitive Written Examination that follows is worth 250 marks across four parts: Part A, General Intelligence, Reasoning and Numerical Aptitude (50 marks); Part B, basics of the Indian Constitution, governance and administration with a Goa-specific lens (75 marks); Part C, General Knowledge and Current Affairs (75 marks); and Part D, English Comprehension (50 marks). The minimum qualifying mark is reported at 65 percent for the General and EWS categories, with lower cutoffs for reserved categories, so this stage eliminates the majority of candidates who clear the Pre-Screening and Screening Tests: of the 2022 cycle’s 141 pre-screened candidates, only 55 cleared the written test and 31 cleared it within their own category cutoffs.
Candidates who clear the written stage are called for an Interview worth 40 marks. In the 2022 cycle, of the 31 candidates who cleared category-wise written cutoffs, 20 cleared the final interview round for the 24 advertised posts, a recruitment GPSC’s own chairman described as completed in a record six months from advertisement to final result. No equivalent applicant-to-selection funnel has yet been published for the current, 38-post 2025-26 cycle at the time of writing; this page will be updated with those figures once GPSC or the Goa press report them.
Preparing the application
GPSC specifies exact photograph and signature requirements in each notification rather than a fixed standard that holds year to year, so check the current notification’s exact dimensions and file size before uploading. The photo resizer on this site can resize your photograph to whatever target the notification states.
On exam day
Arrive at least an hour before the reporting time printed on your hall ticket, carrying the printed hall ticket and a government photo identification that matches the name and photo on it. No electronic devices, including mobile phones, smartwatches, calculators or earphones, are permitted inside the exam centre, and only material issued by the Commission may be used during the test.
For candidates comparing Goa’s recruitment bodies
GPSC JSO is the route into Goa’s gazetted civil service cadre. It is a much smaller-scale exam than most mainland state PCS exams by vacancy count, a genuine reflection of Goa’s size as a state rather than a sign that the process is any less competitive: the applicant-to-seat ratio in the 2022 cycle, roughly 3,200 applicants for 24 posts, was in line with other state civil service exams. The official GPSC website, linked above, carries the current notification, syllabus and schedule for the cycle you are applying to.
