What the Concurso Nacional Unificado is
The Concurso Nacional Unificado, known in Brazil as the CNU and sometimes marketed as the Enem dos Concursos, is a single national competition that recruits into dozens of federal orgaos at once. Rather than each ministry opening its own concurso with its own edital, calendar and banca, the CNU gathers the vacancies together, groups them into blocos tematicos by subject area, and applies one prova on one day nationwide. A single inscription lets a candidate compete for multiple cargos inside a chosen bloco, ranked by their own preference order. The CNU 2 edition of 2025 was coordinated by the Ministerio da Gestao e da Inovacao em Servicos Publicos and organised by Fundacao Getulio Vargas as the banca. The scale of it
CNU 2 registered 761,528 candidates for 3,652 vacancies distributed across nine blocos tematicos and 32 federal orgaos. Attendance at the prova objetiva on 5 October 2025 was reported at 57.2 percent of the inscritos. That volume is what put the CNU on the map: no single Brazilian federal concurso in the preceding decade had drawn a comparable applicant field in one sitting, and the unified model is what made it possible logistically.
Who can apply
Nationality must be Brazilian, or a naturalised citizen where the specific cargo permits it under the edital. The minimum age is eighteen. Academic requirements depend on the cargo: nivel superior cargos require a completed bachelor’s degree in the discipline named by the edital (for example, direito, economia, engenharia or administracao, depending on the bloco), while nivel medio cargos accept completed ensino medio. Reservas legais apply on the inscription form for candidates who self-declare as negro, indigena, quilombola, or as a pessoa com deficiencia, with quotas set by federal law.
How the exam runs
The first fase is the prova objetiva. For nivel superior cargos it carries ninety multiple-choice items, thirty on Conhecimentos Gerais common to the whole certame and sixty on Conhecimentos Especificos tied to the chosen bloco. For nivel medio cargos it carries sixty-eight items, twenty general and forty-eight specific. Candidates ranked highest on the objetiva are convoked for the prova discursiva, up to nine times the number of vacancies for each cargo and modalidade de concorrencia (ampla concorrencia, PcD, negros, indigenas and quilombolas). The discursiva is an essay or estudo de caso on the tematica of the bloco, corrected against a public espelho de correcao by FGV.
Regime juridico, lotacao and cadastro reserva
Cargos filled through the CNU are statutory federal posts under the Regime Juridico Unico (Lei 8.112/1990) rather than CLT contracts, so the successful candidate enters as a servidor publico federal with the estatutario stability and benefits that regime carries once the estagio probatorio is completed. Lotacao (posting) is set by each orgao after the final classificacao, and can be to Brasilia or to a regional unidade depending on the cargo. As with most Brazilian federal concursos, the edital also creates a cadastro reserva: candidates classified beyond the immediate vagas can be convoked later within the edital’s validity, typically two years extendable by another two.
Salary bands
The 2025 edital quoted starting salaries reaching up to R$ 16,400 for the higher nivel superior cargos, with lower bands for nivel medio posts and for the analista and tecnico streams. Exact remuneracao inicial is set per cargo by the edital and, once in post, is subject to the plano de carreira of the orgao of lotacao.
Preparing the application
Inscription runs through the FGV Conhecimento portal for the current edicao. The site’s photo-resizer tool can bring a photograph to whatever specific dimensions the current edital states, and its age-calculator tool checks that the data-limite for age is met on the reference date the edital sets.
On exam day
Arrive at the local de prova at least an hour before the horario de fechamento dos portoes stated on the cartao de confirmacao de inscricao. Carry the printed cartao, an original photo identification (RG, CNH or passport) that matches the inscription, and a black ballpoint pen with a transparent barrel for the folha de respostas. Mobile phones, smartwatches, calculators and any electronic device are banidos inside the sala, and only material issued or permitted by the fiscal may be used during the prova.
