What this concurso is
The Concurso de Ascenso a Cargos Directivos is the competitive process the Ministerio de Educacion of Santa Fe province, Argentina, runs to fill vacant principal and vice-principal positions (cargos directivos) across the provincial public school system. It covers Nivel Inicial, Nivel Primario and Nivel Secundario, plus the modalities of adult and continuing education (EEMPA, CAEBA), special education, hospital and home education, intercultural bilingual education, and education in contexts of deprivation of liberty. Unlike a straightforward interview or CV screen, entry into a directive post this way runs through a genuine written examination combined with a formal review of each candidate’s professional record, under Resolucion Ministerial N 1202/23 and its amending Resolucion N 0367/24.
Who can compete
This is a promotion concurso, not an entry-level one: only teachers already holding a titular (tenured) position within the Santa Fe provincial system may apply, and they must meet the seniority and background requirements set out in the governing resolution for the specific level and modality they are competing in. Candidates also need a current psychophysical fitness certificate, an up to date web sworn declaration of their existing posts and hours, and they cannot exceed the province’s cap on accumulated teaching positions (57.99 Unidades de Acumulacion under Decreto N 3029/12 and Ley 11.237). A teacher already holding a directive post in the same escalafon, or who already holds two directive posts across the provincial system including private education, is not eligible to compete for another one.
How the process runs
The concurso has four real stages. First, candidates must complete Module 1 of the Ciclo de Formacion Integral para la Gestion y Conduccion Institucional, a mandatory training cycle that is a precondition for sitting the written exam, not a formality that can be skipped. Second comes the evaluacion presencial escrita, an in-person written examination that candidates sit under a pseudonym rather than their own name, so that the papers are marked before the examiners know whose they are. In the 2025 cycle this written exam was held on staggered dates across May for each level and modality, and was administered simultaneously in three zones of the province (north, center and south) to accommodate the volume of applicants: contemporary coverage put the number of teachers who sat the exam at roughly 7,000. Third, the candidate’s antecedentes, meaning their professional record and prior service, are formally valued and combined with the written exam score. Fourth, the ministry publishes provisional and then definitive escalafones, ranked order-of-merit lists by level and modality, and candidates then use an online application to select from the vacancies on offer in the order their rank allows.
The scale of the 2025 cycle
Reporting on the 2025 concurso put the number of directive vacancies on offer at 3,118 across every level and modality once the escalafones were finalized and vacancies assigned. The provisional escalafones were on public display from December 2 to December 16, 2025, the online vacancy selection tool opened in January 2026, and appointees were scheduled to take possession of their new posts, after an incompatibilities review, on February 23, 2026.
Why it matters for how the site frames Argentina
Argentina’s national civil service (SINEP) hires largely through profile based selection processes rather than a single centralized written exam, and much of the country’s teacher entry system runs on ranked seniority lists (listados) built from titles and antiguedad rather than a competitive test. The Santa Fe cargos directivos concurso is different: it is a documented, recurring, exam based promotion process with a real written test, a pseudonym-based marking safeguard, and public, dated milestones, which is why it is the Argentine process profiled here rather than a generic claim about the country’s hiring system as a whole.
