What the Development Officers’ Service is
The Development Officers’ Service is one of Sri Lanka’s non-professional Combined Services, a group of public service cadres that also includes the Management Service Officers’ Service, the Sri Lanka Library Service, the Government Translators’ Service and the Office Employees’ Service. Each of these services is examined by the Department of Examinations on behalf of the Director General of Combined Services, itself functioning under the Ministry of Public Administration. The Development Officers’ Service is recruited and confirmed through this same shared examination framework rather than through a body of its own.
The Ministry of Public Administration’s own results index lists dozens of dated result notices across these Combined Services examinations, confirming that this structure is active and that the Development Officers’ Service is examined alongside its sister services on a recurring basis. What that index page does not carry is a specific vacancy count or applicant total for any one Development Officers’ Service cycle, so this page does not state either figure.
An important distinction: this is not the Samurdhi Development Officer post
Candidates researching “Development Officer” recruitment in Sri Lanka frequently run into a second, unrelated role: the Samurdhi Development Officer, a field post under the separate Department of Samurdhi Development, which itself sits under a different ministry from the one that runs the Combined Services examinations. The two are administered by different departments, under different ministries, through different examination processes, and lead to different service cadres. A candidate should not assume that eligibility, exam structure or career path for one applies to the other. This page covers only the Development Officers’ Service within the Combined Services structure; it does not cover the Samurdhi Development Officer post.
The examination structure
The Development Officers’ Service examination runs in more than one stream, matched to where a candidate stands relative to the service.
The Open Competitive examination is the entry route for candidates applying from outside the service. Typical practice for a non-professional Combined Service examination at this tier is a General Certificate of Education, Advanced Level pass as the general academic bar, but the exact qualification for any specific notification should be confirmed from that notification rather than assumed from general practice, since it can be revised between cycles.
The Limited Competitive examination is open only to candidates who already hold an appointment within the service and are competing for advancement under conditions set out in their own notification.
The Efficiency Bar examination is a promotional examination that serving Development Officers must clear to cross a service bar and progress within the cadre, a standard feature of Sri Lanka’s public service grading structure.
