What the CSE-PPT Professional is
The Career Service Examination Pen and Paper Test, Professional level, is the standard civil service eligibility examination in the Philippines. It is conducted by the Civil Service Commission, the central personnel agency of the Philippine government, and it certifies that a passer meets the general eligibility requirement for second-level positions in the career service, meaning technical and professional roles up to but not including division chief.
CSE-PPT eligibility is not a job placement. It is a pass that entitles the holder to be considered for career service positions across national government agencies, government-owned and controlled corporations, and local government units. Individual hiring agencies still run their own recruitment on top of the eligibility.
Who conducts it, and when
The Civil Service Commission administers the CSE-PPT twice a year, typically in March and August, at test centres organised through its regional offices. The examination for 09 August 2026 is confirmed in CSC Examination Announcement No. 03 s. 2026, linked above. The last completed cycle was the 10 August 2025 CSE-PPT, whose results the CSC released on 13 October 2025.
Who can apply
Applicants must be Filipino citizens of good moral character, at least 18 years old on the date of the examination, with no criminal record, never dishonourably discharged from military service or dismissed for cause from a government position, and never previously found to have committed an examination irregularity. The Professional level itself has no minimum degree required simply to sit the exam, but the eligibility is designed to qualify passers for second-level career service positions that require a bachelor’s degree.
How the exam runs
The Professional level is a single pen and paper test of 170 items in three hours and ten minutes. It is a machine-scored objective test, and the questions are set in both English and Filipino. The four subject areas are Vocabulary, Grammar and Correct Usage, Paragraph Organisation, Reading Comprehension, and Analogy and Logic (Verbal Ability); word association, identifying assumptions and conclusions, logic, and data interpretation (Analytical Ability); basic operations, word problems, and number sequences (Numerical Ability); and Philippine Constitution, the Code of Conduct and Ethical Standards for Public Officials and Employees (Republic Act 6713), peace and human rights concepts, and environmental management (General Information).
A candidate passes on a general rating of at least 80.00 percent. The threshold is deliberately high: of the 302,028 people who sat the Professional level on 10 August 2025, only 45,730 passed, a passing rate of 15.14 percent, according to the results the CSC released on 13 October 2025.
Applying and the examination fee
Registration is done through the CSC Online Registration System from a CSC regional office. The examination fee posted for recent cycles is PHP 500. Slots are released per region and fill quickly; the exact window opens weeks ahead of the exam date and is announced on the CSC website.
On exam day
Bring the printed Online Notice of School Assignment issued through the online registration system, the original valid government photo identification whose name matches the notice, and a black ballpoint pen. Mobile phones, smartwatches, calculators, and any electronic device are prohibited inside the testing room. Reporting time and exact room assignment are printed on the notice; arrive well before that time because latecomers are not admitted.
After the exam
Passers may claim their Certificate of Eligibility, printed on CSC letterhead and issued free of charge, at the CSC Regional Office or Field Office where they took the exam, starting on the date announced with the results.
