What Auxiliar Administrativo del Estado is
The Cuerpo General Auxiliar de la Administracion del Estado, informally “Auxiliar Administrativo del Estado” and classified in subgrupo C2 of the Estatuto Basico del Empleado Publico, is the entry level administrative grade of the Spanish central government. Auxiliares handle clerical work, citizen attention, document management and office automation across every ministry of the Administracion General del Estado. It is one of the highest volume opposition processes in Spain, and the standard first step for candidates entering the state civil service without a university degree.
Access is by oposicion libre, meaning any citizen who meets the requirements can apply. The process is conducted by the Comision Permanente de Seleccion under the Secretaria de Estado de Funcion Publica, with the Instituto Nacional de Administracion Publica (INAP) publishing guides and materials.
The convocatoria, bases and plazas cycle
Spanish public employment runs on a yearly Oferta de Empleo Publico (OPE), approved by Real Decreto and published in the Boletin Oficial del Estado. The OPE sets how many plazas each cuerpo will offer that year. Each cuerpo then receives its own convocatoria, a separate BOE resolution that lists the bases: the exact plazas, requirements, exam structure, temario and calendar. Applying to any opposition means reading the bases in the BOE, paying the tasa de derechos de examen through Modelo 790, and submitting electronically through the Punto de Acceso General.
For the 2025 cycle, the convocatoria for the Cuerpo General Auxiliar was published in BOE-A-2025-26262 on 22 December 2025, offering 1,700 plazas by ingreso libre and additional plazas by promocion interna.
The three phases
A Spanish oposicion classically consists of three phases. First the oposicion itself, a set of written exercises that decide who passes. Second the concurso, a valuation of merits (services rendered in the administration, qualifications, languages) that is added to the oposicion score. Third, for many cuerpos, a curso selectivo delivered by INAP or a sectoral school, which the candidate must pass before being appointed funcionario de carrera.
For Auxiliar Administrativo the oposicion is a single 90 minute ejercicio in two parts. The first part contains 60 questions: 30 on Bloque I of the temario (Organizacion publica) and 30 psicotecnicas. The second part tests Bloque II (Actividad administrativa and Ofimatica), including Windows and the Microsoft 365 suite. Both parts are eliminatory. A fase de concurso then valuates prior public service before the final list is published.
The temario
Bloque I of the C2 temario runs 16 topics covering the Constitucion Espanola, the organisation of the state, the European Union, the Administracion General del Estado, the Estatuto Basico del Empleado Publico, common administrative procedure (Ley 39/2015), the legal regime of the public sector (Ley 40/2015), transparency and data protection, gender equality, and citizen attention. Preparation and calendar
Most successful candidates prepare through a private academia (ADAMS, CEF, MAD and similar) or a preparador particular over 9 to 18 months, sometimes longer. The temario is stable across cycles, which is why long preparation is viable. INAP publishes past exams and provisional answer keys once each ejercicio is held.
