What this concours is

The Democratic Republic of the Congo’s entry route into its senior civil service is a single, centralised written and oral competition, the Concours d’Admission a l’Ecole Nationale d’Administration (ENA-RDC), rather than a scattering of ministry-by-ministry hiring notices. The Ecole Nationale d’Administration, re-established by Decree No. 13/013 of 16 April 2013 under the authority of the Vice-Premier ministre in charge of the Fonction Publique, succeeded the former Ecole Nationale de Droit et d’Administration (ENDA), which had closed in 2007. Its first intake, 60 students known as the “Lumumba” promotion, graduated in July 2015; the school marked its tenth anniversary on 10 February 2026 with the ninth promotion’s graduation and the tenth promotion’s entry, a decade of reliably recurring annual intakes rather than a mechanism still proving itself. One body runs the whole competition end to end: one national launch announced by the Vice-Premier ministre, one written exam date shared by every provincial exam centre, and one combined national result reported by name, the same single-administration shape this site has documented for Mali’s general civil-service concours and distinguished from the fragmented, ministry-by-ministry competitions ruled out in Senegal, Benin, Togo, Burkina Faso and Niger.

The eastern conflict and whether this exam actually runs nationwide

The DRC’s eastern provinces, principally North and South Kivu, have faced ongoing M23-linked fighting since 2022. That conflict is real and this page does not minimise it, but it does not stop ENA-RDC’s concours from running as a national mechanism. Press coverage of the 2025-2026 (tenth promotion) written exam describes it as held simultaneously across every province of the country, with the organisers making exceptional logistical and security arrangements specifically for the Grand Kivu region rather than excluding it, and the exam still proceeding there. The two oral-exam pools, where candidates who clear the written stage are actually interviewed, sit in Kinshasa (the capital, in the far west) and Lubumbashi (the country’s second city, in the south-east), both well outside the eastern conflict zone and both under normal civil administration throughout. Nothing found in this research suggests the concours has ever been suspended or scaled back because of the conflict; it is a Kinshasa-run, nationally administered mechanism that keeps operating regardless.

How the concours actually runs

Each annual cycle, called a “promotion,” opens with a public launch by the Vice-Premier ministre in charge of the Fonction Publique, setting the application window and the eligibility rules for that cycle. The written stage is a single four-hour governance dissertation, the same topic for every candidate nationwide, sat simultaneously at exam centres in every province (the 2025-2026 topic asked how digitalisation can improve the quality of public services in the DRC). Kinshasa alone draws roughly two thirds of all candidates nationwide, with the remainder spread across every other provincial centre. After marking, the ENA publishes the list of candidates admitted to the oral stage, who then travel to one of two oral pools, Kinshasa or Lubumbashi, for an interview before an independent jury of senior experts. The final admission list, capped at 100 names, is then published by name and the admitted candidates begin a twelve-month course combining classroom training with a professional internship.

Who is eligible

Candidates must hold Congolese nationality and a university degree (a licence, the equivalent of five years of higher education, or an equivalent qualification) in the field opened for that cycle. Each session’s own opening communique sets the exact age limit; recent cycles have capped entry at 35 years old at the date the communique sets. There is no separate physical test, typing test or medical exam; the written dissertation and the oral jury interview are the only two stages.

Scale

Independent Congolese press and the Fonction Publique’s own site give a real, sourced, single combined national scale for this mechanism across multiple recent cycles, not a figure assembled from unrelated competitions. The ninth promotion (session 2023-2024) opened with recruitment launched 20 July 2023; the written dissertation was sat nationwide on 19 November 2023, drawing 10,300 candidates competing for 100 places; the list of candidates admitted to the oral stage was published 9 December 2023; final results, naming 100 admitted candidates, were published 23 July 2024. The tenth promotion (session 2025-2026) was launched in Kinshasa on 31 July 2025 by Vice-Premier ministre Jean-Pierre Lihau, with the application window closing 9 August 2025; the written exam was launched nationwide on 30 November 2025, drawing 11,313 candidates in total (8,598 men, 76 percent, and 2,715 women, 24 percent), of whom 7,274 sat at the Kinshasa centres alone; 335 candidates were summoned to the oral stage, held 3 to 26 January 2026 across the Kinshasa and Lubumbashi pools, with 332 actually sitting it; the final admission list, published 10 February 2026 to coincide with the school’s tenth anniversary, named 100 admitted candidates. The same 100-place cap and the same two-stage written-then-oral structure across both fully sourced cycles, three years apart, is what shows this is a reliably recurring annual mechanism rather than a single well-documented one-off.

What this page does not yet cover

This page covers the ENA-RDC entrance concours specifically, the one mechanism found in this research with a genuine written exam, a single coordinated national session, and sourced scale across more than one cycle. Two other mechanisms were checked and are not covered here. The DRC’s general “concours de la fonction publique administrative,” governed by the 1981 Statute of Career Personnel of State Public Services (Ordinance-Law No. 81-003), exists in principle and is organised at superior, intermediate and elementary levels, but no single national session or combined candidate count was found for it in this research; sourcing instead describes ministerial recruitment commissions running sector-specific competitions, the same fragmented shape ruled out for Senegal, Benin, Togo, Burkina Faso and Niger’s general concours, so it is not filed as a page here. The Ministry of Primary, Secondary and Technical Education’s large, well-documented “mecanisation” process, which registers teachers already serving in the classroom onto the state payroll, was also checked specifically because of its scale; it is an administrative registration exercise, not a competitive written examination, so it does not meet this site’s bar for an exam page regardless of how many teachers it covers.
